ah, I think it keeps displaying as long as it is plugged in, and the osd is just timing out
so if I try and kill that early, it just comes back

it is persistent, as long as it is plugged in it will return true
so it is the notification system that is timing out
anyway, It doesn’t matter as much if I don't kill the message early...

And the udev rule will only be triggered on ACTION=change so it shouldn't trigger if there is no change.
 
I mean it looks like ink is flowing through the printhead...
