It will run in the background and periodically resolve domain names for the top 100 websites. Then, when instructed, it will inject those cached IP addresses into /etc/hosts, allowing you to browse those sites even with a total DNS outage.
 
i think that's called a DNS cache
 
Nope, a DNS cache doesn't refresh on its own.
It only caches entries that are requested.
 
so make a cache that saves things. when you make a request, try to get the live. if it fails, push the cached version.
