and the fact that your server has a static IP means you could (if you really wanted) do TLS with a domain (without dynamic DNS) on squid
but OpenVPN is still better

@skeith OpenVPN isn't an HTTP proxy; it operates at the TCP/IP layer and completely routes your whole Internet connection through the VPN.
though, honestly, you could very simply make a viable Squid proxy just using SSH tunneling to your server

you could have Squid listen only on IP 127.0.0.1 (localhost) and use Putty to forward the port to your laptop
