so I made this rating system:
Rated cannons: Heaven- and Earth- cannon - do count towards ship rating
Quasi rated: Half-cannon - does count as rated cannon, but only up to 1:1 quasi-rated:rated ratio
Unrated cannons: Black- and Yellow- cannon - do not count towards ship rating - too small size, mostly for anti-crew use

Sloop of War: 8-12 rated cannons
Corvette: 14-24 rated cannons
Light Frigate: 26-38 rated cannons
Heavy Frigate: 40-54 rated cannons
Battleship: 56+ rated cannons

Does it make sense?

@loxerih164 I also found another problem: your commander "wants to hire gnomes, which are cheap and plentiful" and "... plans to use them as mounted cavalry". Horses aren't cheap. Honestly, best military use for gnome would be balista operator responsible solely for aiming while your orcs load and reload the thing.

Leather Armour was never really popular. Gambeson on the other hand: youtube.com/watch?v=-uWDCDJD_4w Also, your table literally added nothing of value as you forgot to mention what draw weight would your gnome warriors be able to handle, and you're asking archery experts who'll already know basics like this, as they went through those phases. While interesting to non-experts, without comparison, it does nothing.
