It's not known what hats there will be this year, but there are sites like winterbash2016.stackexchange.com etc (replace the year for previous versions) which provide some info and you can find lots more info on Meta StackExchange and its winterbash tag.

Yeah, it's also quite hard to get in there. It's easier for sites like Puzzling or Code Golf as they have far more answers on questions and more votes on these answers.
