@JeffSchaller I see. I would avoid raising a NAA flag on SO for that. It's not obvious from the answer alone that it repeats another answer, so a NAA flag might get declined on that. A custom flag with a link to a duplicate answer is preferable for these cases.
Yeah, some SO mods will look at additional context (comments, other answers, the question, etc) when handling NAA flags, but not all mods do that. This is just SO specific, I think a NAA flag works fine for duplicate answers on other sites.

Yeah, the difficulty is that there are multiple ways that SE can be down with various levels of functionality and each state is only available for moderately brief periods, which substantially hampers testing possible ways of handling each one. We'd like SD to recover from most such issues without the need for intervention from commands in chat, and definitely without the need for intervention by the owner of the SD instance.
OTOH, we don't want the degraded functionality, which you fixed, to be "normal".
