@cocomac When you submit a blacklist command that contains a regex that is already present on the watchlist, it will automatically remove the previous entry from the watchlist and add the expression to the blacklist in the same command. That expression (the lLx_R4Y0v7c expression) is already on the watchlist, as (?-i:lLx_R4Y0v7c)(?#YouTube) - If you'd like to re-propose this blacklist PR, but with the more specific regex that's already on the watchlist, I'd approve it.
The idea being to try and make sure we remove no-longer-needed expressions from the watchlist when they are elevated to the blacklist
They're annoying. I know they're not a huge site, but having something like this would really be nice for trolls like that, even if a CM does need to look into them (and the site mods?). I don't think I've flagged this many comments on one post so far

Yeah, that 赤い血 user is a sockpuppet of a user who had a misunderstanding about a dialogue in an anime and wouldn't accept anyone's answers, even though the answers were supporting their own premise, and looks like they're delusional about this until now ...

@Flaw if there is more r/a material on Japanese SE, in addition to r/a flags, is a custom flag preferred to let the mods know? A ping here in Charcoal HQ? A message to SE that the CMs can deal with?
Mayken has helped us put up 5 automatic flags to deal with the r/a posts we've been having in the past week. The abuser has been posting gore and porn on our site and we've been deleting them as they appear. So far it's quiet today, but I wouldn't count on it
