Does anyone know what flagging as a duplicate does? NB flagging not VTCing (I hadn't even realised that flag existed). Does it just add a comment? Or add a comment and alert the mods? Or something else?
I've just tried it, and it looks to me as if it does a VTC:
Though maybe it does something different for users who don't have sufficient rep for close votes.
 
If you have enough rep to VTC I believe it just converts the flag to a VTC as if you'd VTC'd directly
For <3k users it adds the comment, the action to the OP to confirm the dupe if they want and sends the question to the CV queue
Essentially the same really except it doesn't add a VTC

@TheLethalCarrot So for 3k users a flag to close should be fine as it's no different to manually writing a comment saying "I think this is a duplicate"?
 
Well it would still add the question to the close vote queue
I would suggest only flagging to close where you would also vote to close
Flagging to close is kind of like training wheels for voting to close so you should treat them both the same.
Sort of like suggested edits vs direct edits

@fez Let me think about that. Personally I didn't consider the answers as spoilers at all, because they're visible at the same time as the questions as you can see in the screenshot above.
Trying to convert them to spoilers also inserts giant ugly blobs in the text of the answer, which makes them far more conspicuous than they'd otherwise be.
