Incoming presidents generally start getting briefed before they are inaugurated. They need to be able to hit the ground running, after all.
However, they have no power or ability to enact policy until after inauguration.
Note I said "generally". Presumably, providing briefings to the president-elect is done only with the cooperation of the outgoing executive, and we have seen how little respect Trump seems to have for historical norms and traditions. Who knows what will actually happen, presuming that Biden is declared the winner (and, for example, there are not enough unfaithful electors to sway things, or that no other shenanigans occur).
