Pretty much the only thing I flag a profile for is when it's spam or dripping with vileness and hatred.

opinion; I had no plans to reply that way. --- If I get too many 'wrong reviews' and exceed the threshold for participating, this is one of the reasons - currently I'm a bit above 3% (and not happy about that).

given their history, it's not unreasonable to think that phrasing their post as a question was just a way to bypass one layer of quality controls, but it's also not unreasonable to assume that their frustration got in the way of articulating an actually useful question

While it's fine to assume good intentions it's also necessary to investigate - look at the context and history, in this case it's a blacklisted user with a profile that says what their post meant. --- For a different example take an answer that says: "F is rude". If you edit that you change it very short, possibly "low quality" answer, to an NAA; so it's not possible to edit. But if the website was English.SE or ELL.SE and someone had asked a question about using a sentence with the
"F" word in it then the answer is fair.
It's not our job if it's low quality or what the votes ought to be.

Well I finally got sick of running into sites where I couldn't cast flags with FIRE so I just went ahead and created accounts on all the sites I hadn't yet joined.
 
I think I'm at most sites now, less than 2 dozen to go.
 
I'm spreading mine out. When there's a post I want to flag and I need an account to do it (and it isn't yet nuked, I won't do it if all I'll be doing in tpu-'ing it) then I'll join that site. Eventually, I'm sure, I'll be a part of them all.

Can I be stupidly pedantic for a second? - Since y'all are joining sites - you're not "creating accounts"... you're creating *profiles* ... you only have one account. Your network account... that's the primary.
Each site "account" is a profile on your network account.
When you delete the profile, the profile is deleted and the network account remains.
When you join a site again, you create a new profile but have the same account.
All of your prior profiles on a site are still visible to staff who have access to a special Account page... assuming you're using the same account.
