historically, it was added later, so it's to the right of some pretty hefty privileges in the metasmoke users panel, and that's probably why it's after core in the documentation too
the only thing it really changes is abuse reports IIRC

@SmokeDetector This needs a custom mod-flag, with supporting evidence. The post was previously reported. The OP edited in the spam (typical pattern of posting a poor answer/question and then later editing in spam). After that, a high rep user edited out the spam and spam flags were disputed.
