On the site, how to treat questions which use junk text to get around that filter is debatable. There's at least one SO moderator who's fine with R/A flags on questions which use junk to get around the question non-code text length filter. It's not clear that other moderators are OK with that. As far as I know, there's no meta on it. I'm also a bit concerned that flagging such questions as R/A is quite unwelcomming.
I agree that these types of questions are something that are reasonable be blocked at the system level, and that they are a user specifically trying to get around the existing quality filter. I'm just not really seeing it as within this project's scope to be arbitrating things at that level. Without a meta covering the case and saying that spam or R/A flags are an OK way to handle it, I'm quite uncomfortable with us autoflagging them.

Their Account looks OK (they'd probably want some upvotes) but giving them a Flag for repeating a single character (and somehow submitting that) imposes a stronger penalty than it being NAA. If it were gibberish (keyboard smashing, different characters) I'd lean more towards a penalty, especially on a new account. But with the welcoming policy (and our Policy: no blacklist for "xxxxxxxxxx") a penalty seems unwarranted.
