Someone had a similar sounding issue and it was the dimmer switch
A quick glance at a fuse list suggests that different instrument panel bulbs have separate fuses

there's a Universal Windows App spec for ARM Windows "Desktop" devices (though their desktop can't run x86/x86_64 EXEs, of course)

One thing to remember with Cyrillic is that it's based on Greek, not Latin.
It's easier to make sense out of if you know the letters of the Greek alphabet (e.g. Cyrillic "р" is derived from Greek "ρ" (rho), which is equivalent to Latin "r", not "p".)
Cyrillic can be very confusing because many letter forms look exactly the same as they do in Latin. It cannot be emphasized enough that Cyrillic is not based on the Latin script.

new fans: Bgears high airflow fans (loud, sounds almost like a server) running Unigine Superposition... thermal throttles at ~240W / 87C, average 75FPS in an intensive scene with 99% GPU utilization
RAID card is an icy 69C, well within limits
CPU temp caps out at 65, no problem
so I'm taking pretty good care of my CPU and RoC during an extreme heat dump into the case by the GPU, thanks to the improved case airflow
the GPU just can't keep itself cool with its own fans!
 
Add moar struts fans
 
the ~40% load on my GPU when playing Elder Scrolls Online should pose no issue for thermals though, it should be able to run that stably without thermal throttling

This poor cable management is not helping.
@HornOKPlease The bottom Noctua fan needs to be oriented towards the graphics card. As shown in the video, the fan is aimed away from it. Air should generally be blown towards the graphics card fans, because they pull air from below it and upwards towards the GPU, exhausting warm air to the side.
 
@bwDraco should I try moving the bottom Noctua a little bit further forward and out from underneath the RAID card?
(in addition to inverting it)

this is fine... I just need to be wary that I'm being thermally throttled when running games that fully utilize the GPU
 
This is my desktop. A fan in front of the power supply would be aimed up.
While the PSU fan does blow air downward, it is usually off or running very slowly, and there is air from the two Noctua fans acting as intakes.

I think one of the issues is that two of the big fans on the RTX 2080 Ti are like 3mm away from the back of the RAID card
confined space is bad for cooling
 
Your setup shows insufficient ventilation near the graphics card due to the RAID card blocking it. Regardless, you should be blowing air up and towards the back.
Also, the machine is sitting on carpet. If able, put it on a hard surface so that the fans on the bottom can do their job more effectively. The bottom Noctua fan isn't going to help much unless it can move air from the outside of the case.
As for the impeller fan... I don't know if I'd keep that there. You might want to experiment a bit. As set up, it's pulling air down, so I'd recommend either removing it or repositioning it so that it blows fresh air towards the RAID card or graphics card.
@HornOKPlease If the intake is clear, yes, I'd recommend doing that.
But the fans are not useful without both sides clear. If either side is obstructed, you're not getting any meaningful airflow.
 
@HornOKPlease I think the issue is that you have too many SSDs...
@HornOKPlease Oh, this is what killed my 8800GT I believe. It was about that distance from the back of my Xonar D2X audio card.
It wasn't until like... 4 years after I replaced the 8800GT that I realised I could move the Xonar to another slot. :|
