it wasn't a problem here when you couldn't just ping these routers coz none of them have public ips

The huge majority (or maybe the entirety) of domestic clients of this ISP use ADSL connection with dynamic public IPs.

If you want a static IP, you gotta pay (not sure if the home ISP even offers that. Maybe a corporate plan does).

CGNAT here is kinda rare, AFAIK.
