So, tune and preset are not encoding parameters, though they are valid x265 command line switches that cause x265 set a large number of encoding parameters wholesale.

I think he was angry because an ffmpeg banner was not included. These ffmpeg guys are known for having a Hall of Shame, in which they shame everyone who uses their open-source code without giving them credits... But they are so aggressive, they sometimes accuse innocent people.

In one case, the was the developer of MediaCoder that had used ffmpeg in his project and had given it credits. But then, they had shamed him for changing the ffmpeg code and not having published the changes. (That's part of the license.)
