I think I've probably been a little too stingy with flags then. I have only been flagging spam and NaN.

Not sure about other sites, but at least on PPCG, the lion share of flags is due to obsolete comments. Almost anything is more important than an obsolete comment, but it's one of the very few things trusted users cannot handle themselves.

Realistically speaking, no one actually cares about the chattiquette, I think. People don't do bad things not becasue the chattiquette sasys so but because they are decent people who don't want to do bad things.

Also, new users probably don't know it's there.

And if someone was posting bad things before, new rules won't stop them from posting bad things.
