And a COM executable is literally a raw file with an offset, why is it so hard to compile one on a modern Windows machine

@user2284570 I think it's less it's unclear more it isn't a very well written challenge. You should probably consider using the sandbox, where you can get feedback and free room to modify your question before posting it.
