Related to that, we've been blacklisting a lot of domains recently. Is there a reason we haven't been touching the regexes instead? A blacklisted domain is temporary. The domains don't stay active for long.

Thoughts: is it worth setting up a Collaborators team on our GH org, separate from the Core team, who would have write but not admin access to repos? That would let us include people who know how to work the code, but who don't really need admin rights - more contributors, less friction in PRs.

@ArtOfCode I was thinking we go back to the idea of using MS as a place to store blacklisted domains and patterns, since MS has become more central now
