I mean, each command contains a random N-byte code snippet
 
How would you do ANYTHING on purpose?
(Also, Java2K is a language where commands may or may not work correctly. Randomly.)

So, each command sequence would have an "ID". Each ID would have a constant (but randomly generated) function
