There is not just one standard directory to look for them but several.

the thing is, the library we are using insists on loading the config from the disk. it handles that all itself so there's no room for us to change it. So instead of having zillions of copies of this data on every machine out there, with no easy way of knowing what state it's in, we put this data into the deployable package, and so that way we know what version of the config is out there.

@JasperLoy There are two answers to this question.
1. Some people consider it a feature that if you re-install an app, it remembers your past preferences. Just now, between my last chat msg and this one, I had to re-install Firefox in order to get it to restart properly; I'm glad it remembered my open tabs, for example.
2. Even if it makes sense to remove every trace of a program upon uninstall, not all programs do it because not all programmers take care of all the little details.
There is no way for Windows to know what is safe to remove so it just leaves it.
