The Oxford r serial comma, which is common in the US but not in the UK, means that you put a comma before the 'and' in a list of three or more.
So I would more likely expect "In summer, monsoon, and winter" (since I read mostly US things)
 
And yet people can talk about it using a list of two and still get upvoted.
