tabs with plain old html or a PDF shouldn't affect speed (easily cached), but so many websites have lots of javascript and it's hard to figure which ones are the worst.
I've learned not to visit some websites or to kill them quickly after reading.

That requires a concentration of those speakers in the high schools district (leading to a desire by parents to get together to support such a program). And though the immigrant population of Arabic speakers (or more likely just Muslims for reading the Koran) is so spread out, that it is unlikely to have enough people in one spot.

But in large metro areas, there is very likely to be Arabic teaching for kids outside of school. like one class a week.
Mostly culturally based (like a one-day-a-week school for Pakistanis).
So for Pakistanis I can't remember if they teach Arabic too.
I can't say about Iranians...because those that I know aren't that religious or cultural, but maybe that's just the small selection I know.
Languages taught in US public (also private but not as much because usually much smaller) are: Spanish and French (French used to be more common, but Spanish obviously more useful). Then much less frequently depending on where in the US: Latin, Chinese, Italian, Japanese, German.
Parents always want Latin to be taught but the kids usually don't sign up again.
Here we also have a trend towards learning German amongst youngsters because many good engineering colleges are there and people learn the language to get their admissions, work etc.

On the other hand, almost all universities (medium to large) will have an Arabic language program. The US has a really good foreign presence, and graduate students from all over, and just by world population, Arabic is well represented in US universities.

Yeah people do bachelors in Engineering here from a local university and then go their to get their Masters.

universities in the US are very livable but self contained. european universities are connected with the community (almost literally, they tend to be in the middle of the city).

@Mitch Oh I am doing UK's chartered accountancy: ACA/ACCA. In US the equivalent is CPA. I researched and found out that I will have to give like 5 papers and do some training to get the equivalent version but it is still tough. Only the best of the best here get the chance in UK so the rest move to middle east etc. Some go to US as well.

@tchrist there's a mismatch between sentences and lines, so I'm tempted to put it on hold until that is resolved.
I will never understand how native speakers choose random "a" vowels for words from Romance. Got an anglo New Jersey guy talking about the latino first name Mariano which he's pronouncing like Marry-AH-no, so /æ/ for the first "a" but /ɑː/ for the second one, which is stressed.
And he knows exactly how to say it in Spanish, so that's not it. He must follow some internal conversion rules for English that I am ignorant of.

25 seems like a pretty low limit though.
