Why is it that when people dispute an answer, they feel compelled to carry on an endless debate in neverending comment chains instead of simply posting their own answer presenting their own treasured view?

Shouldn’t the posting of answers be encouraged?

It would take less work to post an actual answer than to bicker in comments.

I know of no way to further encourage this behavior beyond what current mechanisms allow for.
