Is come means the same as has come, but it is now old-fashioned.
Cf. is gone, which is similar but works in a slightly different way.

Hast is the second person, thou hast.
He may have used hath, not sure.
If so, it is normally modernised in modern editions, I think?

I ask mainly because I recently heard "chaos is come again" and when I looked it up found out it was a reference to that fragment of Shakespeare, but the intrigue of knowing why he used 'is come' was too big to let it go by just like that.
