As for the capitalization, I just capitalize all nouns regardless of their role in the sentence.

(Of course, "all nouns regardless of their role" is a funny thing to say. It is only a noun if its role is a noun. It is not a noun if its role is a verb.)

Education and culture in Germany are in the hands of the individual states, just like in the US, which Germany is modelled after.
The state of Berlin in an enclave. Everything around it, all the way every which way, that's all Brandenburg. Which hasn't closed its schools just yet.
