BTW all post caught by SD with this specific domain are posted on MO. And there are triplets posted soon after each other, with username change between them. The same pattern that we've seen before.

Seeing some recent activity on meta, such as 4246, 4247, 4248 reminds me of my feature request: Change reputation required to post on meta back to 5 reputation points.

Yeah; it's a trivial change, but unless y'all are getting a fair bit of noise there's probably no good reason to mess with it
I will also remind that unlike the main site, meta does not have automated question ban (based on number of downvoted/deleted questions). Meta Stack Exchange: Is there even an automatic ban on meta?.
Although I vaguely remember that in this specific case, when the user posted their first question, they had reputation 31. (Was something deleted since then? Or migrated?) So at that time, they would have enough reputation points to post on meta.
