I would probably say set up the website first.
Another option is to make a website which appropriately styles itself for mobile, but that will depend on what it does and what it's for.
If I get a server, I will probably load all my data onto the server so I don't have to submit an update every time I update my tutorials.

I've done this much before, I don't think it will get reversed.
