Not at all. Win32 is wrapped with WinForms (MS Forms in the case of VBA), so we just drag/drop controls and it just works
In C++ you need to call the native Win32 API functions I guess

@mjolka Thanks Mat. I have use PInvoke in the past. In this situation it gets really messy to do so and the project is suppose to have a really minimal gui. So I guess it's in my favor to learn how to make a little GUI in C++ win32 rather.
However I have a question about PInvoke if you have used it in the past.
I have two DLLS, say FooD and BazD
the function I need to access is inside FooD and is called Foo()
I can do that using [DLLIMPORT FooD] following by the command to access Foo() in the next line
however, for the Foo() to work the 2nd DLL (BazD) needs to be in the same path and registered and I don't know what to do to make that happen
I can't really do [DLLImport BazD] as there isn't any function inside it that I need to access

I wonder what's worse though, a question being incorrectly migrated because the migration path exists? Or an on-topic question getting closed because people think that's the correct action when the migration path doesn't exist.
 
The migration path needs to exist, but users should have to have a certain amount of rep on both the source and destination sites before being able to vote for migration. That's the real answer.

If you can't vote to close something as off-topic on the destination site, then who are you to say this question is definitely on topic there and should be migrated there?

If CR shouldn't have a path from SO, then no site should. That some sites do encourages the thought that migration should be handled through the close vote screen and encourages people to close questions that have no business being closed.
Vote to close if it's off-topic, other wise flag for migration.
Or actually, don't flag for migration. Only questions that have been closed should even be considered for migration. The first criteria for migration is that it be off-topic on the source site.

Once it's closed as off-topic on the source site by trusted users of the source site, it can be nominated for migration by any user. Then when destination site receives a nomination, trusted users of destination site vote on whether to accept and open at destination (or edit, accept, and reopen)

@nhgrif that would be a bit of a cumbersome process. IMO the option to "vote to close & migrate" should exist right from the start. Otherwise there will be a drastic reduction in migration, everywhere, because people can't bother to migrate closed questions.

I know. I'm just saying that if questions have to be closed first and migrated later, I don't think there will be many migration votes at all. No one will care because the problem is already dealt with - the question is closed.

Which fits one of the other migration criteria: don't migrate crap.
People on SO often vote for migration just to get the question closed by whatever means. It's why crap gets migrated away from them to Programmers and elsewhere.

I will post MSE question at lunch or this afternoon.
 
A lot of people with closing privileges, even with 20k privileges, don't even know migration is possible.
 
Leave one migration path: from main site to that site's meta.
And from any meta to MSE.
 
@nhgrif I like something along the lines of "Questions closed as off-topic can be migrated by 3 people with 1k or more reputation on the target site"

It'd show up in target site's review queue after being nominated. Anyone on source site can nominate.
You could maybe even nominate before its closed but the nomination isn't valid until it closes.

@RubberDuck I know the "yield" keyword uses a lot of "goto" behind the screens. Whether or not that's a valid reason for the keyword to still exist, perhaps we'll find out in the article.

@Legato Upvoting, while warming, won't really help the user being allowed to comment. Mentioning that the user should gain 50 rep before commenting is more proper, and a flag for comment-conversion is still good. We can't leave non-answers lying around.
