Interesting, I am bilingual, but my second language is essentially useless... I am just lucky that English is my first....
I don't think a SOaf would be useful ;) ... but it is interesting that there's such a debate about other larger language sets.
 
Having answers in our own language always help, but I believe that translating SO in every language would only split the knowledge.
It may be interesting in English/Spanish/Portuguese/Chinese/Japanese/Russian/Arabic may make sense. But SO in less widely used languages don't really make sense.

The last time I posted a question to Meta was to say "Hey, let's have a blog!". Then it degenerated and now SE is reforming its blog system. Talk about a butterfly effect.
 
When a site graduates, are question bans turned on automatically, or must it be done manually?
 
It's a per-site thing.
 
That said, my only question on Arqade was closed, then deleted, then turned into a blog post.
 
Strictly speaking, you don't need to be out of beta to have them enabled either.

Tim Post and Shog have been working on a sliding-scale/temporary-block type system that we may be able to turn on network-wide and just adjust the thresholds on a per-site basis. It's in the early stages still, so no promises, etc.
