Divide the given values by number of possible hydrogens and take the ratio of primary and secondary..
What is mean by reactivity and selectivity ? On what Factors do they depend ?
IIRC..Tertiary:Secondary:primary :: 5.8:3:1 for chlorine and 1600:50:1 for bromine. this is probabilty. Multiply this by number of carbons

@Safdar in case of addition of HOX in alkenes an cyclic carbo cation intermediate is formed . So is it possible to have hydride or methyl shift in this case ?
