Are polar bonds stronger than non polar bonds. Why or why not? If yes then why is ICl more reactive than I2?

ICl is more reactive than I2 because I-Cl bond enthalpy is less than I2 bond enthalpy. #NCERT

But I read that non polar bonds are weaker than polar..

Even my teacher taught this
there is no definite answer I guess. But I think non polar is stronger because of better overlap.
