The reason for the apparently odd location is to allow for roaming profiles. On an Active Directory domain you can configure your profile so it gets replicated to whatever PC you are using.
This is actually pretty cool because you can go to any PC in the domain, log in, and get your desktop and all your files.
Though on a standalone PC it's just unnecessary baggage.
 
So do I have to redownload it?

No. Those are system files and shouldn't be tampered with.
If you want to remove hyberfil.sys you have to disable hibernation.
From a command prompt run powercfg -h off or on to turn hibernation back on again

@JohnRennie Hmm, OK, I'll wait till tomorrow. My EE prof. did recommend one but he was too vague about the specifications. Hopefully, he'll tell us tomorrow.
