@MichaelEcklund you'd have to look that up, there are options for these things, but I'm not an expert in these matters
eitherway, fetch is the way to fetch remote resources in modern JS, it replaces the XHR APIs previously used
not sure what you mean by "fetch the script" though
fetch isn't a script loader
it's not a JS equivalent of require() in PHP
that would be import
instead it's more like jQuery.get()
or wp_remote_get
you'd use it to make AJAX/REST requests
otherwise what you've just said is equivalent to this:
require_once( "https://yoursite.com/library.php" );
$lib = new Library();
