I don't think this can be answered unambiguously even considering the visual novel, but it certainly explains things somewhat better than the anime in this case. If I assume none, then the question can be solved with 1 query (it wants 2). If I assume all, it cannot be solved in 2 (it requires 4). So, we're stuck halfway in between, lol.
That's the problem, it's not well defined. It can have one or more restrictions on it, and the assignment doesn't say which it's using.
