Let's start with "anything is allowed", and trim it down from there.

I think the biggest rule is that anything NSFW needs to have a SFW title, and a NSFW warning.
I think we can leave it unwritten, and as things pop up we add exceptions

The problem I see with this question is that it's just plain wrong. Hex color is a tool used for computer graphics. When you start talking about the color of actual physical objects it's completely useless because it depends on lighting, varies over the object, and generally isn't very useful. If he asked for the shade without specifying hex color it might be acceptable.

I don't think it's a bad question to ask "What paper does manga usually use?"
But the way it's asked and the specifics of the question make it off-topic and... bad.

What kinda of site already has a high google rank, that we can hijack?
For instance, I used to own a mIRC forum. So what I did was open a wikia about it, and point articles to my forum.
Worked like a charm. (both for Google ranks, and for people).
We can't really hijack Wikia here, though. Which is too bad. MAL isn't necessarily a bad idea, though.
