@AndrewT. well they are well in their right. The Berne Convention allows the Japanese to do that because Translations are generally not considered Fair Use since quite it protects and author's right to translations

almost none of them are localized here, and if you try to import them from, say the US, the freaking custom duties costs more than 2x the cost of the volume
