my personal opinion why they're bad is because:
they're often guesswork
seem to attract badly written questions
they're usually not that useful for other users than the questioner

also, there's way too many of them, but that's not really a completely valid reason

idk how to implement this correctly because the most reliable way to find out if a user is gonna post an ID request is when they choose that tag, but tag is below the question body and I think not many users will select that tag before writing the question body

Q: Can the box next to the "Ask your Question" be updated to include better guidlines?

The box in the question is shown below. The identification-request questions we've been receiving lately do not contain the sufficient amount of detail as stated by the guidlines. How is the person supposed to post a good identification-request question if they can't see the general guidelines...

Those requests are relatively predictable

With the sample size they'd given them, I'd expect them to set a honeypot ages ago

I'm not sure how you would set up a honeypot. Either you null-route the requests towards those 2 pages, which is what the attacker wants, or keep getting ddosed

There is also the option of changing the name of the project, which will end up in a cat and mouse game

There is also the option of blocking IP from China, which also result in what the attacker wants

The current theory (?) is that some JS is inserted into the pages served from Baidu to request those 2 github projects

It looks like a state-level attack to me
