I'm honestly not sure we've got realistic chances, even with some action. It's just not something that many people care about to the level that they'd want an English Q&A site on the topic.
I agree in that limiting it to English is going to be a challenge. The problem is that we'll have more askers in English, more responders in Japanese. That makes a pretty difficult situation.
It's worth keeping in mind that we took well over a year to get through commitment (we had a fast definition phase because the requirements were lower). Studying Japanese culture broadly is probably at least an order of magnitude less popular than watching anime, so it's actually relatively impressive that we've gotten this far even.
I honestly have no clue where in the network we could hope to find a lot more people who aren't already aware of the proposal. Outside the network we might find some, but I don't know any good places to advertise.

I find it a bit frustrating that very poorly motivated proposals like Vi/Vim (their entire motivation is "Emacs has a site, so we should too") get through A51 trivially, but very well-thought-out proposals are basically doomed if they fall outside SE's traditional expertise.
And at the end of the day, A51 doesn't even do that good of a job predicting anything useful. What a site needs to succeed isn't 200 users, nor 100 experienced users from other SE sites, but just a dozen or so people who are actually committed long-term to making the site work.
I guess SE realizes that also, which is why they want to change it, but we've been waiting on the change for years now.

There have been lots of proposals (most recently area51.stackexchange.com/proposals/82598/animation), but no site actually covers animation, except in the context of individual pieces of software which happen to do animation.
We've supported some of them in the past, but it just doesn't ever seem to get any traction.
That's the only item out of an order of about 10 which was cancelled, which is actually not bad for them all things considered. But it's unfortunate because it's also sold out everywhere else I shop.
Paper books last for decades to hundred of years, but digital storage medium only last around a decade at most, usually less, and requires transfer to a newer technology or newer storage
Either way, both of them need backup, and digital books have the advantage of cheaper to store and make copies
