@Memor-X Nah, it's Uchi Emiri. She's only in the manga. She was kinda introduced as a background character, which might be why she has dot eyes (Tomoko literally refers to her as Emoji). Her hairstyle being similar to Yuu's was noted in one chapter though.
@ShayminGratitude ahhh i see. all i know about the manga after the anime is that after that Class Rep girl befriends Tomoko, she starts getting more friends (along with Yuu transfering) and one is another blonde who is apparently a Tsundere
