@TimStone I would disagree on the "losing control of the ball" part. The ball did not touch the ground, nor any other player, and a shot or pass wasn't attempted, therefore the player maintained possession of the ball throughout, and in that time took 4 steps. That's a travel, IMHO.

@TimStone So I'd just like to point that my water bill is something like 90% fixed charges, and thus consumption charges only make up about 10% of my bill. It's a similar situation for many businesses. This is why many places will give you tap water for free; it costs them more to figure out how much it should cost than the actual marginal cost.
