because 1) construction is extremely slow in general, 2) much of the land for new wall is private property and also would start lawsuits 3) other parts of the border that don't have wall on them yet are extremely inaccessible, so they would first need to build roads and infrastructure out to the wall site before building a wall
so this was always going to be an extremely slow process
