@Unionhawk Personally I like the idea of their being a low fee for middle income earner and higher, but low income individuals are provided with free transport passes.
It helps to fund and maintain the system, while still providing low income individuals with free transport.
And people get these passes annually. Literally when you get your tax forms from the government in the mail, you get your "bus" pass well, based on your tax bracket.
so there's no undue stress on "ugh, how do I find time to go get one!" or "how do I even get to the office!?"

and to get the most benefit from it people should be highly encourage to always take public transport unless there's a really good reason to take a car. A fee doesn't help with that.
and "make it fast" is one of the big things for that. I've never taken public transport in my city, because it's absolutely terrible. For example, right now, if I wanted to travel to the downtown core it would be a 20 minute drive. Taking public transport would be an 1 hour and 10 minutes minimum.

@Wipqozn London does pretty well at this. Congestion charging in the center, taxis exempt (since loads of people sharing a taxi is much better than them individually driving/parking cars). Great public transport. Very few people drive ever, except to leave the city.

I can't help but think about the stories I've read about US auto companies (and gas companies, I think?) fiercely fighting public transportation plans in many major US cities, solely for their own profit
Makes you wonder how different our cities would be today if those early efforts hadn't been so successfully sabotaged

I have a relative that lives in Vancouver BC, Canada. A ton of stuff going on there in terms of insane housing prices and stuff, but the relevant bit we were talking about recently was the key element of the commuter trains, and how the extension of certain lines (and schedules, and stops) correlated directly with housing prices, and how exactly certain suburbs sprung up, etc.
It is a major force in literally shaping the city and its suburbs

For sure - that's where we struggled with our light rail, and I am sure once the trains are actually running with passengers all the time (we are in the burn in test phase right now) it's going to be...interesting (there have been some changes to some intersections in regards to allowed turns, the LRT gets priority in a lot of spots, etc)

@BradC I can't remember if Los Angeles ever had any plans for public transit, but that city was designed with the idea that everyone would have a car and that there's no way humans would ever reach a global population of 5 billion (let alone the 7.7 billion we're at now).

Originally cities were founded near water, but started to move in land as transport ion improved (trains were a huge factor for this in the US). As cars become popular suburbs started to pop up, and the wealthy moved to them since they could afford cars. However as cars become more affordable the traffic getting into a city got drastically worse, so the wealthy started to move back into the city core to avoid traffic
and that's why we see inner city prices skyrocketing so much in the past 20-30 years, and in cities experiencing a lot of growth
