@TimStone Okay so I was surprised (but happy) to see judges block this and DACA from being ended. I understand the teen program one better - these grants have already been awarded, you can end the program, you just can't end it early and rescind previously awarded grants.
 
The DACA one makes sense too
It's not that the Administration can't end the program, it's just it can't end the program by saying it's illegal to have the program
Because they provide no basis for why that's true
 
However, what's the reasoning behind DACA? I get that they were claiming it was unlawful and they failed to show that, but why did they even need to claim unlawful in the first place? Why were they not able to just say "This is a program we were doing and now we're not going to do it anymore."
Oh, so they CAN do that, they just didn't?
