@Tinkeringbell Oh! hello! @thatgirlwhodraws sorry, I was playing a pc game and didn't realize you popped in :) So, there are a couple suggestions there and I wanted to know what you thought of these suggestions and questions asking for clarification. yup, what tink said :)
 
I think something that would go a long way toward improving your post to get it reopened would be to state what your objectives are. Obviously you want to address the situation in some way, but what are you hoping to accomplish by addressing the situation?
 
This child (girl, approx. 13-14 yrs old) is not only unappreciative of what is given to her (across the board... regardless of the gift or the giver, she says Thank You to NO ONE, and actually complains under her breath), she is also just downright surly towards others.

Her dad and stepmother say nothing to her in the presence of others attending, and I am weary of spending money on people who act as though they don't even like me.

I might add that her other four siblings (of various ages) DO appreciate their gifts and respond in kind, without being prompted to do so by their parents.

Well, first off, what's your goal?
What do you want to accomplish in this scenario?
 
I would like to see this child at the very least, be polite. I feel bad because I am so excited to give to all of the kids, but this little girl is something else, and i just don't get it.
 
have you talked to the parents about the behavior, or have the parents apologized about it? Did they discipline her right away or ignore it?

My own children are grown and I have a 4 yr old grandson. Watching my daughter & son-in-law discipline him, even at this young age; he is made to behave or he is corrected.
 
But what about the girl you are speaking of in your question? Have you spoken to her parents about her behavior?
 
@thatgirlwhodraws I understand that, and each parenting style is different. One thing I thought of is that when my sister misbehaved like that my mom basically said to everyone to ignore her, don't give her attention. She will understand that if she behaves that way, she will be ignored and not receive attention. I think you'll have to talk to the parents to work with them to be consistent with the discipline they use.
 
I have never spoken to the parents about her behavior. They have never apologized for her, nor have they handled her behavior while still in attendance at the party. It appears that they ignore it, but they could be choosing to address her after they leave.
 
@thatgirlwhodraws That's true. I remember my parents doing that, and whatever she got if she received anything, was put "on hold" until she could show gratitude and behave
 
It has been a whole year since I've seen her, though I've seen her siblings since then, and enjoyed their company very much.

it's hard to know without assuming what they do, so maybe the question needs to be aimed towards how to communicate to the child, and maybe the parents as well? The parents conversation probably will be better in a separate question
When we make assumptions, that's where the site can't really help, because we really don't know how to read minds or spy into what the parents do afterwards... All we can do is help figure out how to approach and communicate to the parents or the child with what you wish to say, and how to say it in a way that they will be less likely to be upset, (if you don't want to upset anyone)
I am not a parent myself, but I have experience in childcare (oldest sibling of 4 kids) 3 older girls and youngest is a 10 year old boy.
I've certainly seen that behavior multiple times and I've seen my mom take whoever it is aside and speak quietly and tell them that if they keep it up, they'll lose privileges. That leaves it up to the child to decide to keep it up, or think twice about it.
I've distracted my siblings and played with them, and if they continued being grumpy, I would tell them "i can't seem to play with you, you're grumpy. can we come back to this when you're not grumpy?"
Another thing I thought of- is she being interacted with at all? Maybe if you have a chat with her and simply listen to her frustrations, that might solve the issue. that would help improve the bond and you might learn something too :)
Okay, that's my brainstorming haha I'm going to eat then visit my mom and siblings :)
