It's the chatroom that is used by smokey, a bot that loves to burn spam. For practical purposes someone, or several someones, from a site will be in that room. When questionable content is detected, a message linking to that post is put in the room.
The site watcher checks it out and says yes/no and smokey will mark it accordingly.
 
That room is very confusing
 
Also, when am OP is found spamming the site, or lots of sites, links to their posts can be reported in the room, and they'll get added to a database as well.

cazc_941I regularly see postings from new users that don't quite fit the criteria of the relevant site. In many cases, the posts are commented on and downvoted/closed, but the user simply never comes back to respond. But in other cases, the user is obviously invested in their question, but doesn't agre...

I think that may help.
I found that post unexpected.

@BenI. You can give users write privileges if they're under 20 rep under the 'control access' page: "Even when this room is read-only or their reputation is too low, these users will be able to talk in this room."
But it's not exactly the easiest method
They only need 20 rep across the network (e.g. 5 rep on 4 sites, 10 rep on 2 sites, etc)

I'd like to help this site out, I really enjoy it; I have some ideas and want to see what someone else thinks.
1st, i think it might be good to create a community ad for this site and put it on Physics, Computer Science, Theoretical Computer Science, Stack Overflow, Code Review, Software Engineering, Math, and Math Educators, that'll help spread the word.
I can start trying to design something, but I'd like to see what others think.
 
Community ads are great—we have a few set up, but not on Theoretical CS or Physics (and Math Educators isn't eligible for community ads)
If you have any good designs, I think that'd be great; some variation in the ads would be nice I think rather than the same ad on loads of sites
It's a shame that there aren't any community ads on Mathematics Educators; it'd be a good place to have some, but ads aren't enabled on beta sites
 
how about an ad with something like:
if (like(Computer Science)):
    if(CS teacher):
        join(CS Educators)
in a terminal sort of background
or another with something like, "It's $O(1)$ - join Computer Science Educators"

@heather It's a little better, now; probably answerable, but I think if you could narrow it down more specifically, it would be even better. Ultimately, you need to decide on a goal (e.g. 'I want to learn complexity theory'), and describe where you are now (e.g. CS beginner without much knowledge, etc.). Then, it's much easier for us to help you find the 'missing bit of the puzzle'

The cost constraint narrows it down a lot, but there are, as you can imagine, thousands of courses around
 
So it might probably better if you split this up into multiple questions, like "Highschool online course on complexity theory" and "Undergrad online course on computer architecture".

I wouldn't want to search for a course and recommend one to you that isn't any use (e.g. skips a part that you need to know), so specifying the detail in the question helps you get the best answers.

Might be easiest to leave it until the pro tem mods are selected; there are special tag merge tools that don't bump questions for moderators which are less disruptive

@ItamarGreen After about a month, if a question has answers, but none have a score greater than 0, the question is bumped to the top (as if it had been edited)

Chat flags are a mess with no easy fix :P

Well, the mechanism of chat flags means that anyone over 10k, plus every network moderator, gets a vote on whether a flagged post is offensive or not.
And the flags are shown even if you're not in that room, so you don't necessarily see the context
So often flags end up causing 'stampedes' of 10k users and moderators trying to figure out what's going on, and no-one really seems to get what's happening

When you type your answer in or edit, there's a box at the bottom right labelled 'community wiki'.
