It's... basically an unfathomably vast web board. Subreddits (the word after the "/r/" in the url) are the communities (which you "subscribe" to). Popular content gets voted up to the top, and is continually replaced by new content.
It's not social media at all
It's nearly fully anonymous, and they were total extremists about not shutting down any content for years, until they (after many years) started shutting down child-porn and revenge-porn rings
 
So it's communities not individuals, though individuals are in the communities. Similar in nature to SE, just discussion rather than Q&A?
 
And after that, they went after the most extreme forms of hate-speech, like the communities devoted to trolling the rest of reddit to convince fat people to kill themselves. (And the like)
It's supposed to be community modded, but the mods are of varying quality.

@Aurora0001 My only options for that new MVC answer are "Looks Okay" (it doesn't), "Edit" (I'm not the source of the information), "Recommend Deletion" (which I'd hate to do to a new user unless it's extreme), and "Skip" (which also seems not ideal)

Well, if it's any consolation, the post can't be deleted from the queue anyway, even if every user eligible to review it does so
You need 6 "Recommend Deletion" votes, but there are only 3 eligible users
Still, to answer your question, I think you should judge the post's quality, regardless of the fact that the user is new. You don't have to be mean—leaving an encouraging comment is a great idea—but you should make the decision in review that reflects the post's quality.
I would personally Recommend Deletion in its current state. If the post is edited, the review will be disputed anyway, so the OP does have a chance to fix it

Bioinformatics has "9.1 questions per day", and has 210 questions overall. They've been hanging out close to 10 questions per day for quite a while now. In the meantime, we have "4.1 questions per day", have been around for 75% of the time they've been around, but have 121 questions.
Those numbers don't seem to match up

Is that because they've been in public beta over the last week?
 
I think the activity comes from the fact that they already have established Bioinformatics sites (e.g. Biostars), and now people are trying this site

I agree. Maybe this could help you: My school takes girls to a tour of Microsoft (in the country; there's a Microsoft center over here, so they go there) once a year (taking the 11th graders of each year). While this is an attempt to engage girls in Computer Science, it is not enough. It does however make them a bit more interested (this I know because I asked a few of them this year when they came back)

In team discussions (robotics team) we have a 10 minutes rule which says that when someone joins, they stay quite for 10 minutes, and only then they can talk. This makes sure they know what's going on.

I've had to do similar tasks. I had to give a lesson on dynamic programming and memoization to high school students for 25 minutes, with no knowledge about their background (and no indication of whether I would even have access to a projector)
 
Again, I'll point out that he hasn't shown any effort. I think we should encourage him to show what he has in mind, and then work with him from there.

@HenryWHHackv2.0 Not sure what he meant. Maybe the other tags available for SO that could duplicate the content of that proposal. But, I'm no Oracle, so unless he clears it up himself we may never know WTF he meant.
