@JamesGeddes This sounds very much like a discussion this site's moderators had on what to call our private moderator chatroom :-) Possibilities we discussed included "High Council" and "The Watchtower". A more franchise-specific option is "White Council" (LotR), or you could adapt "League of Non-Aligned Worlds" (Babylon 5) somehow.
Problem is, fiction is based on the real world, so "council" from fantasy comes from medieval courts, "bridge crew" from sci-fi comes from the navy, and even the "league of ..." comes from the League of Nations.
