On first spam flag, deactivate the link until the flag is handled. Seems like a decent idea
 
That seems workable. Does smokey generate a spam flag? That would completely automate the low-hanging (really obvious) stuff.
 
If it has a high enough weight (meets enough criteria), yes, Smokey will autoflag.

Though I don't think the orbital mechanics of an exploding Moon leads to a ring.
Most of the material will be going into elliptical orbits, and depending how much of a kick it gets some of them would have quite high eccentricity.
