@DCOPTimDowd you select the rep amount, then one of the four/five bounty reasons (not enough attention, reward answer etc), then the third and last dialog box gives you a text field to enter whatever you'd like as the bounty specific reason
Two notices will be displayed, one with the "one of the answers is worthy of an additional bounty" (or other canned stuff), and the one with your custom message, like "user12345's answer goes into deep analysis of the show blah blah blah"

@FuzzyBoots vi was just a guess, since it's the most common reason for my right hand to be shifted one key left on home row. (Especially on the keyboards I've worn the nubs off of the "F" and "J" keys.) Emacs makes sense, but... I always install cygwin on Windows, and then I can use real tools. :)
