His closure and migration are the same act. He closed it as "off-topic --> belongs on Literature.SE". But he had to re-open it in order to close it.

You can see it better with the timeline. The closure/lock/migration occur at exactly the same time because they're all one event.

I'd think mods would have a "switch close reason" button rather than having to re-open first
 
Migrations are pretty rare and the extra time it takes to re-open a post is negligible (for a mod).
 
 
It's the same process to change to a different close reason (e.g. "unclear what you are asking" to "duplicate"): re-open the post, then close it with the new close reason.
 
I forgot, can mods see who starred? I'm assuming yes
